Maharashtra Government’s Big Decision on VIP Air Travel, Private Aviation Companies Appointed, Two-year contract for sudden tours; hourly rates and conditions for aircraft and helicopters finalised

The Government of Maharashtra has issued an important Government Resolution regarding the provision of chartered aircraft and helicopters for air travel of MPs and other VIP personalities. Under this decision, keeping in view the requirements of sudden and urgent tours of key state dignitaries, Sai Aviation and Aero Aircraft Sales and Charter Private Limited have been selected. Both agencies have been chosen on the basis of the lowest rates (L1).
According to the Government Resolution, the agreement will be valid for a period of two years, effective from the date of signing of the contract. The Maharashtra government has authorised the Director, Directorate of Aviation, Mumbai, to execute formal agreements with the selected companies.
The annexure attached to the decision provides details of hourly rental charges and minimum flying time for different categories of aircraft and helicopters. Among medium aircraft, the hourly rate for the Challenger 850 has been fixed at Rs 6.30 lakh, for Falcon 7X and 8X at Rs 8.90 lakh, and for Hawker 850 and 900 at Rs 3.65 lakh. In the light aircraft category, the CJ2 has been fixed at Rs 2.35 lakh per hour and the Citation 2 at Rs 2.20 lakh per hour. For turboprop aircraft, the B200 Turboprop will cost Rs 1.45 lakh per hour, while the C90 has been fixed at Rs 1.25 lakh per hour. The minimum flying time for all aircraft has been set at two and a half hours.
For helicopters, the hourly rate for the Bell 412 has been fixed at Rs 3.80 lakh, for the AS 350 B2 at Rs 1.25 lakh, for the Bell 407 at Rs 1 lakh, and for the AW 119 at Rs 1.30 lakh. The minimum flying time for all helicopters has been fixed at two hours.
The Government Resolution also clearly lays down cancellation norms. No charges will be levied if the booking is cancelled 24 hours before the scheduled flight. In case of cancellation between 6 and 12 hours prior to the flight, 50 percent of the charges will be payable, while cancellations made less than 6 hours before the flight will attract 100 percent charges. In addition, service tax, landing charges, parking fees and ground handling charges will be paid on an actual basis.
This decision has been issued in accordance with the resolutions taken in the meeting of the Empowered Committee, chaired by the Chief Secretary, held on August 20, 2024.
