Public Works Department Honored by Chief Minister Devendra Fadnavis; Contributions of Manisha Mhaiskar and Milind Mhaiskar Recognized

Mumbai, The Public Works Department (PWD) delivered an outstanding performance in the state government’s 150-day e-governance reform program, securing first place with 186.75 marks out of 200. In recognition of this achievement, Chief Minister Devendra Fadnavis honored former Additional Chief Secretary Manisha Mhaiskar and current Additional Chief Secretary Milind Mhaiskar at Sahyadri Guest House.


On this occasion, Minister for Culture and Information Technology Ashish Shelar, Chief Secretary Rajesh Agrawal, along with secretaries of various departments, district collectors, and Chief Executive Officers of Zilla Parishads were present.


The 150-day special program, aimed at enhancing transparency and promoting digital governance, was implemented from May 7, 2025, to January 10, 2026, with participation from 57 departments. The performance of departments was evaluated by the Quality Council of India based on 127 parameters, where the Public Works Department emerged as the top performer.


Under this initiative, emphasis was placed on improving official websites, integrating services with the ‘Aaple Sarkar’ portal, adopting e-Office systems, dashboards, WhatsApp chatbots, artificial intelligence (AI), blockchain, and GIS technologies—leading to significant improvements in service delivery.


Major Improvements in Grievance Redressal:


The department strengthened its grievance redressal system, increasing the resolution rate from 80% to 99%, while escalated complaints dropped sharply from 12% to just 0.09%. Analysis of 1,248 complaints revealed that 39.5% were related to road maintenance and quality.


Faster Service Delivery:


Eight services under the Right to Public Services Act were made fully online and integrated with the ‘Aaple Sarkar’ portal, reducing service delivery time from 32 days to 20 days, along with a significant rise in service compliance levels.


Boost in Administrative Efficiency:


All officers (100%) in the department are now working through the e-Office system, resulting in faster and more transparent file processing. A unified dashboard enables real-time monitoring and predictive analytics of services.


Effective Use of AI and GIS:


An AI-based system called ‘Pothole Guard’ has been developed to detect and repair road potholes efficiently. Additionally, through the PM Gati Shakti portal, better planning helped identify forest areas, wildlife corridors, and mineral zones, saving 27 hectares of forest land.


Tree Monitoring and Digital Innovation:


A ‘Tree App’ has been introduced for smart monitoring of plantation activities, with over 820,000 trees recorded so far. Due to these innovative initiatives, the department has also received the ‘Digital Innovation of the Year Award.’


Speaking on the occasion, Manisha Mhaiskar stated that this success is the result of the guidance of Chief Minister Devendra Fadnavis, Deputy Chief Minister Eknath Shinde, Sunetra Ajit Pawar, and Public Works Minister Shivendrasinh Raje Bhosale, along with the collective efforts of all officers and staff. She added that the department will continue striving to provide faster, transparent, and citizen-friendly services.
