BJP MLA Mihir Kotecha Demands Probe into Repeated Extensions of Mulund Bird Park Tender Accuses BMC Chief Engineer of Stalling Process to Benefit ‘Tainted’ Contractors

Mumbai, Bharatiya Janata Party (BJP) MLA from Mulund, Mihir Kotecha, has demanded an investigation into repeated extensions granted in the Mulund Bird Park tender, alleging deliberate delays and irregularities by senior Brihanmumbai Municipal Corporation (BMC) officials.
In a letter addressed to BMC Commissioner Bhushan Gagrani, Kotecha accused the Chief Engineer of the Building Maintenance Department of stalling the tender process to favour two “tainted” firms — Highway Corporation and Skyway. He urged that the tender process be immediately transferred to another department to ensure transparency and prevent conflict of interest.
“The Chief Engineer’s actions raise serious questions. The repeated extensions are unjustifiable and appear to be aimed at benefiting specific contractors with questionable records,” said MLA Kotecha.
The tender for the Mulund Bird Park — touted as one of BMC’s most iconic upcoming projects — was first floated on August 29, 2025, with a submission deadline of September 19. A pre-bid meeting held on September 10 saw participation from nine bidders. However, the BMC has since extended the deadline twice — first to October 3, and then again to October 17, resulting in nearly a month’s delay.
Kotecha pointed out that despite the pre-bid meeting taking place over four weeks ago, the department has not issued replies to bidders’ queries nor finalized the minutes of the meeting. “It takes less than 30 minutes to prepare meeting minutes, yet even after 28 days, no response has been given. This reflects clear inefficiency or deliberate stalling,” he remarked.
Calling for urgent administrative action, Kotecha said, “The lack of due diligence, fair practices, and sound judgment has allowed vested interests to manipulate the process. This delay jeopardizes a project that holds immense ecological and civic importance for Mulund and the city.”
